The expressions captured in the photographs and the sense of joy brought this to place.

Entry Credit: Doug Stroud, Cher Muzyk Judge Comment: The images were instrumental in telling this story along with the story. It would have placed higher if there had been an image of the mayor as the mayor.
Competition Comment: The winners rose to the top in this category for having a variety of images that told the story without being redundant. The accompanying story needed to draw me in and help me experience the event or situation. It had to do more than just tell me what was going on from a reporter's point of view. The winners, while having a few portraits where necessary, captured moments in time and had quality composition.
