The story doesn’t say, in so many words, that Mr. Mayes and Ms. Sabine don’t fall under the decontrol period and/or aren’t protected by the “section 42 of the IRS tax code” in the paragraph beginning “For existing low-income tenants …”).
Were they in the 60 (of 74) resident covered by the federal low-income housing tax credit program, and therefore eligible to fall under the decontrol period after the foreclosure?
