    Judge Comment: Thorough and important work on the broadband issues in education followed by two nice features.

    Contestant Name: The Virginian-Pilot
    Entry Title: Norfolk schools canceled key meetings with families of special-needs students during the pandemic. Other cities carried on.
    Entry Credit: Sara Gregory
    Judge Comment: Gregory took the seemingly boring issue of meetings and gave it life and meaning -- a truly novel story in this category. The other two entries were solid.
